The City Utilities provide both water and wastewater services to the citizens of Rushville. Water services provided includes: safe, dependable and adequate supply of drinking water, billing services, customer service and water for fire protection. Wastewater services include sanitary waste disposal and treatment, sewer main servicing, billing services and customer service. The City Utilities consists of three departments: water, wastewater and customer service. The water department is comprised of four employees: two operators and two service personnel. The operators ensure the water treatment plant and processes are operating soundly and efficiently, collect samples, meter reading and system maintenance and repairs. The service personnel respond to customer requests, maintenance and meter reading. The wastewater department is comprised of six employees: a supervisor, operator, laboratory technician, three service personnel and a utility specialist. The supervisor oversees daily operations of the treatment plant and reporting. The operator ensures the wastewater treatment plant and processes are operating soundly and efficiently, collect samples and perform maintenance. The laboratory technician performs all lab tests and data analysis. The service personnel respond to customer requests and maintenance. The utility specialist performs maintenance, database management and acts as a contractor liaison. The Customer Service department is comprised of three employees: office manager, bookkeeper and customer service representative. The office manager provides billing, purchase orders, inventory and meter recording services. The bookkeeper provides financial, payroll and invoicing data. The customer service representative receives payments, service requests and assists customers. The management team consists of one EMC Facility manager and one EMC Assistant Facility Manager. The Facility Manager oversees all day-to-day functions within the City Utilities. The Assistant Facility Manager oversees the wastewater treatment facility and assists the Facility Manager as needed. The City Utilities is governed by a Utility Service Board, which is comprised of five members and the City Attorney:
